In 2004, our health plan was self funded with a local Third Party Administrator and had been for a number of years.  Although we utilized a Preferred Provider Organization and even negotiated special additional discounts with certain hospitals, our health care costs continued to be problematic.  We also offered an HMO as an alternative to the self funded plan, but the majority of our employees were in the self funded indemnity plan.  Historically, we had worked directly with our TPA and HMO, however, Apex Benefits Group approached us in 2004 regarding a comparative PPO re-pricing project.  Through this claims cost study, we determined that we could achieve substantially better discounts through an alternative network.  The results of the claims cost study process allowed us to negotiate an improved arrangement with our HMO and come in $2,000,000 less than our healthcare budget for the fiscal year.

 In 2006, we made the decision to move to a Consumer Driven Health Plan and most significantly, to a single plan offering only a Health Savings Plan. Apex Benefits Group assisted us with developing the Request For Proposal, interviewing carriers, conducting analysis, and the selection process. We made our decision in March/April of 2006 and spent the balance of the year communicating the program to our employees. Apex assisted with developing the communication material and the actual enrollment meetings which were quite extensive. This major plan change was a cultural leap for our employees. However, we spent a significant amount of time prior to the plan change educating ourselves at the executive level and collaborating with our carrier and team at Apex about the implementation process and ramifications of a 100% HSA replacement plan. This education and planning period proved to be necessary to accomplish our objectives. We achieved financial success by coming in approximately $2 million under the estimated savings, and equally important, this directly correlated to saving jobs. Apex's ability to illustrate options and operate as an extension of our plan management team continues to bring value to our organization and has been an instrumental part in our progress."
